In 2012, the IMO agreed to substantial increases in the liability limits set by the 1976 London Convention on Limitation of Liability for Maritime Claims (LLMC), as amended by the 1996 LLMC Protocol. The new limits entered into force internationally on 8 June 2015, however, they also have to be implemented domestically under national law.

In relation to the UK, amendments were made to the relevant provisions in the Merchant Shipping Act 1995 and the new LLMC limits came into effect in the UK on 30 November 2016. These limits apply to incidents occurring on or after that date only. The new limits do not act retrospectively and any incidents governed by English law that occurred between 8 June 2015 and 30 November 2016 will be covered by the old limits.
